Training and development had positively correlated and claimed statistically significant relationship with employee performance and effectiveness. It is recommended that District Five Administration Office shall maintain providing employee training and development activities and ensure the participation of employees in planning, need or skill deficit identification and evaluation of training and development programs.

The main findings of this research is that there are several training methods which are used to enhance employee performance. Based on the significant result, several new methods are suggested for better employee training.

The importance of Training and Development is obvious given the growing complexity of the work environment, the rapid change in organization and advancement in technology, among other things. Training and development helps to ensure that organizational members possess the knowledge and skill they need to perform their jobs effectively; take on new responsibilities, and adapt to changing conditions. Despite the recognition of the importance of training by management experts and government as expressed in white papers on various reforms in Nigeria, the experience of manpower training and development in the Nigerian public service has been more of ruse and waste. According to Ejiofor , training is indispensable to employee efficiency especially with the growth and modernization in the banking industry. He added that, they are essential for better labour utilization and planning of organizational goals. Also, cloyd viewed that the evolution of training and development signal the wisdom of man desired toward industrial revolution couple with determination to pursue their national development.
Human Resources are basically the people involved in staffing and managing an organization. Human Resource Management HRM is a set of activities and functions that are designed for maximizing the efficiency of the employees as well as the organization. HR management comprises of principles and methods which are applied for recruiting, retaining, training, developing and compensating the employees within the organization Gonchkar, Human resources form the backbone of every organization. In the present age of globalization, human resources have become a strategic resource for gaining sustainable competitive advantage.
The quality of Human Resource is an asset to any organization and as a result Training has become an issue that has to be faced by every organization. The amount, and quality of training carried out varies enormously from organization to organization due to factors such as the degree of external change, for instance, new markets or new processes, the adaptability of existing workforce and importantly the extent to which the organization supports the idea of internal career development. Most organizations meet their needs for training in an ad hoc and haphazard way whiles others set about identifying their training needs, then design training activities in a rational manner and finally assess the results of training. The research was intended to determine the role and impact of training on employees with emphasis on the lower, middle level staff and the administrators of GPHA, who were randomly selected.

Training is distinct as learning that is provided to get better performance on the present job. Given these flurry, this paper explores the impact of training and development on employee performance in select public sector organization.
