About two years ago Professor Peter Hall gave a series of lectures at an Oxford college on the subject of regional planning, and devoted an entire lecture to a definition of planning. I have no wish to emulate such a performance, but perhaps I can spend some preliminary minutes in establishing what it is I am going to talk about.

The traditional approach based on physical design is gradually giving way to a greater concern with social and economic processes. At the same time planners are becoming more aware of the need to clarify their objectives in order that they may be understood by the public's response. The chapter one aims to distinguish and settle the ambiguity between the general and concise meanings of the word planning. For me he was in his most objective approach within this chapter. First, Hall gave the most common meaning of planning which involves both the first two of these elements: planning is concerned with deliberately achieving some objective, and it proceeds by assembling actions into some orderly sequence. One dictionary definition, in fact, refers to what planning does; the other, to how planning does it. He points out that most people only understand the general meaning of planning which is based on the idea of the plan as a physical representation or design.
